M4A is an MPEG-4 audio container, normally holding AAC audio. Apple adopted it for iTunes purchases, Apple Music downloads, Voice Memos and iPhone voice recordings, so M4A files are everywhere on Apple devices. The container itself is fine — the problem is that plenty of players, car stereos, older Android phones, DJ software and hardware MP3 players simply do not open it.
MP3 is the lowest common denominator of digital audio: every device from a 2004 iPod to a modern car head unit will play it. It is also the format that accepts metadata reliably, so titles, artists, album art and chapter names survive the trip. Converting M4A to MP3 costs a small amount of quality because MP3 is lossy and the AAC audio has to be decoded and re-encoded, which is why 192 kbps or 320 kbps is worth choosing over 128 kbps.
One lossy-to-lossy generation is normally inaudible on consumer equipment at 192 kbps and above, and hard to detect even in a careful A/B test at 320 kbps. You cannot get the quality back by choosing a higher bitrate than the source, so a 128 kbps M4A will not improve at 320 kbps — it will just be a bigger file with the same artefacts.
